It depends upon the type of business you are carrying out. If its related to IT/ITes or software, the city should be Hyderabad or Banglore. If its mroe re;ated to manufacturing, go for Chennai.
In delhi, you can start a business related to journalism and advertisement.
So the point i want to make is, specify your line of business then any one will be in a better position to help u out.

The first thing to be decided is the kind of business to be conducted , if retailing is the line of business then Hyderabad is the city.if some industrial activity has to be carried out then cities of northern India are more suitable .
