Speaking English language is learned by:
1. studying - attend a grammar school
2. read lots of English book
3. watch English movies
4. and of course, speak the language!
These are the only secrets... It won't fail you...

Are you living in an English-speaking country? If not, you need to go and live in an English-speaking country for a while. It is very difficult to become fluent in a language if you are not immersed.

There are plenty of classes online or at your local college, but if you would like to pay less, there are also order by mail books and tapes to help you. If nothing else, completely free you can go try to immerse yourself in the culture...it's the best was to be completely fluent.
