If the problem is with the floor boards they need to be fastened to the underlying sub floor. First floor should pose no problem, just use screws through the sub floor to the finished floor, screws just long enough to go through the sub floor but only half way through the finished floor. Any floor above the first floor you may have to locate which boards are squeaking and screw the finished floor to the sub floor , the screws will show if you don't recess them and cap the holes.
If the problem is with the stair treads it may be because there is not enough support, the stairs may need a center riser board, Big job, good luck.

Q. How can I stop my floor boards from squeaking?

A. Keep people from walking on them. If no one walks on them, they shouldn't squeak.

have someone walk on floor upstairs, find where noise is and try putting wood shims between floor sheeting and joist and tap in with hammer.
