Dr. Fate, The Atom (actually, he had his age reversed), Sentinel (the "first" Green Lantern, Alan Scott), Wildcat (his power is that he has 9 lives), Hawkman and Hawkgirl (literally, they've both been reincarnated), Plastic Man (he was frozen then disassembled and put in the bottom of the ocean several hundred years ago during a time travel story in JLA, but managed to reconstitute himself), several people who have taken on the role of The Spectre. With Spectre, the host body dies but then gets transferred into the role of The Spectre; he's not truly alive, but he's not truly dead, either. I know there are more, but these are the ones off the top of my head that I know of with certainty.

It would be a full time job doing the research necessary to provide you with an answer since the DCU gets retconned every ten to fifteen years. It'd be easier to name the characters who have died and stayed that way.
