I'm always suspicious of special tools to do things that we can do anyway with plain old scizzors. If you want the really uniform cuts a fringing tool makes, you could always just draw on some faint pencil lines with a ruler and cut along the lines.

I would say use a scissors and very carefully make small cuts along the edge of your paper. You can make the fringe as long, or as wide or narrow as you'd like this way.

Before the days of all these new-fangled inventions, I did what Eric and Kacky said-- make small cuts with scissors. It takes some time, but it works.
