As a 63-year old man, I am doing just what you have observed---which I did NOT do in my youth: keeping the shirt collar open in all types of weather.
Why? The folds of skin collecting around the neck make it difficult to button the collar for using the neck-tie! Sometimes the skin gets crimped painfully by the top button!
This was not the case in youth!

It's a "dress code" thing
it is the way they're supposed to do this
It's like the younger set wearing their jeans two inches below their crotch !!
Now, you see
If the elderly were to do THAT they would be arrested for "flashing" and put away !!!
You HAVE to get these codes down or you stop being accepted within your "Age set" and then you have to go wandering around looking for some other group to settle in with--- that's why you have so many really large women doing their best to "fit into" the younger set's micro mini's !!!!!!

As any elderly man will tell you, a shirt open at the neck looks better than a shirt fastened at the neck ( no tie worn ) and makes them look less nerd like.

Most that i see wear a tie! But if not wearing a tie, surely the top button should be unfastened?

I thought it was the other way around with their shirt fastened because a lot of elderly gentlemen always wear a tie

i dont think anyone fastens their shirt aroudn their neck unless they are wearing a tie... thought that was a common sence thing.. never noticed that elderly gentlement are more prone to it.

i have never paid attention to that i would say because they feel like it's to tight around the neck

cause they're old and they can do what ever they want. when you get that old you will do it too. you will also have the urge to flash unsuspecting passers-bye.
