In northern mythology Cats are supposed to have great influence on the weather. "The cat has a gale of wind in her tale" is a seafarer's expression for when a cat is unusually frisky. Witches that rode on storms were said to take the form of a Cat
The Dog is a signal of wind, like the wolf, both of which were attendants of ODIN, the storm god.

I think the most widely accepted answer is that in England, heavy rains would flood the streets and many stray cats and dogs would drown.
