Safe Technique to remove tar from cotton ... does one exist that really works? That doesn't leave a stain?

That won't remove color? (preferably)

Carbona makes a Stain Devil (#10) that's supposed to remove tar. I haven't tried it, but I've had success with other Stain Devils on difficult stains. It's worth a few dollars to give it a try.

Hair Spray works good for gum I don't see why tar would be any different. Finger Nail Polish remover works good, but then you must use some degreaser after that to get that out. As long as it is not silk, it won't remove color

Oxyclean... but no guarantee on the color....
