how to get pokeflute to wake up snorlax at vemillion city

Go to Celadon city and into the game corner. Go to where the rocket is standing in front of the poster and talk to him and fight him. He'll vanish and press the switch behind the poster and enter team rockets secret hideout. Beat the rockets here including Giovanni and you'll get the Silph scope.
Head back to lavender town and into pokemon tower and you'll notice that the ghost at the very top is a marowak, defeat it and then proceed forward. Fight the rockets through here and talk to Mr. Fuji and return to his house. Talk to him adn he'll give you the pokeflute which is used to wake pokemon up in battle and to wake snorlax in vermillion city and outside of celadon city.

get the silph scope from the building where team rocket takes over in saffron city. then you go to the pokemon tower in lavender town. free the marowak spirit and then you get the pokeflute from the guy that takes care of the orphan cubone.

Wow, what version of Pokemon are you playing?
Lavender Town comes to mind. Not sure if it'll work, but I guess it's worth a shot.
