There are 2 options:
1. You can have a special keyboard. (You'll need to "learn" the new keyboard)
2. You can also use the standard English keyboard and "transliterate" (No need to "learn" a new keyboard because you're using the standard English keyboard)
Example of transliteration:
I am typing the English alphabet below, and they're getting converted into Telugu (a South Indian language) using a special transliteration program called Aksharamala.
a - అ
aa - ఆ
i - ఇ
ii - ఈ
Whatever I type in English is converted to a "similar sounding" character in Telugu, making it very easy for me to type in Telugu. There is no need to learn a new keyboard. The English keyboard would do just fine. ;-)

Yes, their keyboards are set up in their language, there also English keyboards that have their characters on it as well, they just have to change the language settings to what ever language it is they want to type.

I suppose so. One of my professor is Arab and he has a special keyboard for writing in his language.

mostly there are no special keyboards use. they use acb letters like us. foe example in chinese ni hao means hellow they type in ni hao then a small window will pop up showing chinese char writing then they pick they char they want...
by the way i never saw "special keyboards". its the same with chineses kreaons japanese and other country too!!
