how to teach surf to a pokemon?
if the answer is - from hm
then where to get it.

the way to saffron city is blocked from all the four sides (the roads closed) how to open it.
please help.

ok that's actually three questions, i'll try to answer the best i can...
1) you get the amber checked in the island where the seventh gym is, which means you need surf, so...
2) the hm for surf is in the safari zone
3) to get into saffron, you need to go to celadon first, to the roof of the department store, and buy any drink from the vending machine, then take it into one of the buildings blocking saffron, and the guard will ask for the drink...hand it over and saffron will be blocked no more!
