It depends on what you mean. If it's downloaded from LimeWire, iTunes, YouTube, or something like that, you can. If it's a DVD disk, then look at your disc tray. On the outside you should see the icon DVD Drive. If not, then your computer cannot play DVDs. Older models cannot, but newer ones can.

Yes,
if it has a CD drive
or enough memory to hold about 2-3 Gigabytes
and as long as it has a program to play video files.
