we are planning to travel to Toronto-Niagara-NY. Were wondering if renting 1 car from Toronto and leaving it in NY is the best thing to do? and is that allowed?

I'm not sure if you can rent a Canadian car and leave it stateside - there are different vehicle regulations in both countries.

However, most rental companies shouldn't have a problem with you taking their car(s) across the border. Best to check prior to doing so, to make sure the car(s) are insured and suitable for cross-border travel.

of course try Avis, Alamo, dollar, enterprise it's Canada and US not Iraq and Mexico!!
