My baby never cried tears until she was over a year old. She was fed on a schedule, and adequately, kept comfortable, and had no reason to cry. She was just a happy baby. I was worried about her tear ducts being blocked but when she did cry over a fall finally, she did shed a couple tears.

No I would not be concerned. If your sons tear ducts were clogged they would be swollen or have discharge and be very uncomfortable. This does not sound like the case. If his eyes are shiny then you have nothing to worry about because he is getting proper hydration. As long as his fluid input/output is good there is really nothing to be concerned about.
However if he rubs his eyes a lot and they seem to bother him then I would seek another opinion. But it doesn't sound like they are irritated or dry.
If it worries you then it might be worth the peace of mind to get a second opinion, but if you feel you trust your child's doctor and he isn't uncomfortable with them I would not worry about it just yet.

if your baby's eyes are shiny, then your doctor is right. Some babies do cry but do not shed any tears. Keep observing his eyes and check if they get dry. If the symptoms persist, your baby's tear ducts may be clogged, in which case, your doctor would have to do a minor procedure to unclog them.

I say get a second opinion. Better safe than sorry. And it doesn't sound right to me. I think that by eleven months old a baby has had reason to cry hard enough to make tears...unless you have thee, absolute, happiest baby in the universe. A second opinion with set your mind at ease if there is nothing wrong and get much needed treatment if there is. Go. Do. You'll be happy you did.

I have heard of some babies having inadequate tear ducts which cause them not to produce tears. Also, when a baby cries, they aren't always 'crying', they are essentially faking it to get what they need. But if your child has never had tears, I would take him to someone to see if maybe he has a tear duct problem.

clogged tear ducts have goopy discharge.my daughter had that. So it probably isn't that. your child didn't even have tears when he got his immunizations?
