Go to the ruins on island six and use cut on the door and enter. You'll need to go into each hole once in the correct order. At the bottom will be the sapphire plate, when you try to grab it a scientist will steal it and give you the second password.

Head back to island 5 and enter the rocket headquarters and defeat the rockets in there and then after facing the last rocket, take on the scientist and you'll get the sapphire plate.
