Hi there, I been doing landscape const., landscape maintenance for 25 years. To me the time to water is early morning. If you look around at your shopping centers they have their watering system going on early morning. If you water at night you have possible get disease on your plants or your grass. Always before 9 or 10 o'clock in the am.
Before the noon sun sucks up the water. And at sun down the pm for the same reason. Remember some plants don't like having their feet wet at night.

In the evening after it cools off,gives the plant all night to soak up the water and the soil doesnt lose its moisture as quick

i water mine early as possible in the morning. or just before i go to work at nite. never water in the heat of the day.
