You're just hearing about this now? I first heard about this five years ago....
Some commentators I've read say that parts of LA are virtually in a state of LIC ( military acronym for "Low Intensity Conflict" ) and a lot of it relates to this.

noooo.....some latinos have conflict with some african americans, and vice versa....but many others are friendly and work together to create change as well...
