Because it's call a lottery, the lottery makes money by people buying tickets, the more they buy the higher the jackpot gets, the amount of people who buy tickets for the lottery is always higher then the amount of money in the jackpot. So to answer your question is because people are willing to take the chance to win the lottery. and not willing to spend their money to help others. basically.
Mainly because if you start helping people who never work, then they really never will get a job. bur really when was the last time you gave money to someone. who had a sign that said *I'm hungry, i need money to eat" probably never, which is not bad but if you do decide to help a man who has a sign like that buy him or her a burger or a McDonald's meals, because people rather give a dollar then a meal because is cheaper, the man with the sign ends up with way more money then he needs to buy three meals, which supports the reason why he never gets a job, because with the begging they can support their alcohol habit or drug habit.

NOTE lotteries support alot of education and city maintance and stuff like that.
so there is good in it.

How much do you think each person would get if they split the mega millions equally among us all? Not even a dollar. There are 300 million of us, and Uncle Sam wants his cut. The idea sounds good if you don't think about it.

i've often wondered the answer to this question! glad i'm not alone. sadly most of the time people who win it are greedy with it and no good comes of it.
