Whoever pays the $3.45; supply and demand. If there were less of a demand, the price would reduce.
EDIT* I see some people here talking about the US being dependent on OPEC. Contrary to popular belief, we do not purchase oil from OPEC. The US gets most of its oil from Mexico, Canada, and Saudi Arabia.

The China factor is well overlooked but true. They are buying it up, period.
We do need more fuel efficiency (or simply different technology).
I'd love nothing more than to be environmentally friendly, all the while flipping off OPEC.
Remember, people in Europe pay $6-8 a gallon. So, it's relative. There are two production cars in Europe today that get 80 MPG. They aren't sold in North America because of the emissions standards not being met.

In Calif, we have the highest gas taxes in the nation. China is demanding more energy so we can buy their stuff but they won't buy ours and the switch over from winter fuel to summer that requires more additives. No President ever had control over what we pay for a barrel of oil. Perhaps if we were allowed to drill on our own soil and build more refineries the supply would not be at the mercy of O.P.E.C. and Chavez.

Big oil companies. Price of crude oil has moved up and down about a dollar over the past month, yet prices are skyrocketing. Exxon claims it has no control over prices charged then for two years in a row posted the largest profits by any company. There is no way that a company can make 40 Billion, yes Billion in profit and not be ripping off people. But they know you need it so they can charge what they want without fear that the government will do anything. Wait until these oil presidents, Bush and Cheney are gone, then prices will drop.

Dont forget the local state ...the taxes on most gas are over $1.00 per gallon and they want to raise it another 8 cents in NJ....

All of us. We are all guilty of overconsumption. Hell, who really *needs* to be sitting here on YA? It's not just the cars - that's just silly. I have a big assed truck and I'm not about to apologize for it. I can tow or haul whatever I need to and I'm pretty damned safe in it.
We are also horribly guilty of having a "not in *my* backyard" mentality.
