Not seen in many countries due to expense and lack of regulations or enforcement.

Despite all that commercial fishing is still ranked in the USA as the "most dangerous" occupation.

Even in the Caribbean one finds vast differences in marine capacities between the islands, countries. I follow the sailing, yachting events news.

I nearly made a joke of this, but then I saw that people were lost at sea. There should be more life jackets and people should be equipped with sea to shore communications and the boats should also equipped with compasses so that locations can be pinned down.

Do you know that most fishermen can't swim. Guess they figure that if they are so far from shore being able to swim would not help them. Sorry to hear about the loss.

It's a just a risky job to be a fisherman, and the storms can do anything out there. Other than having adequate supplies and a strong boat , with a smart captaian and a compass and map and all that - who knwos if there is much they can do other than find a new job.

Life jackets would be a good investment. Also carry emergency supplies...fresh water, food etc. Mobile phone if you can get service and always tell people where you're going and when to expect you back. Check weather reports before going to sea. Keep sea vessels in good condition, and don't overcrowd them. Trust your instincts. Don't take risks.

Switch to fish farming.

This may seem like a smart assed answer, but it's not. Have your community get together and form a co-op that raises fish as a farm crop. It is infinitely safer.
