Love can be the eternal flame, and love is timed out, because it is out of time.
We are ever open to love, and we never know when it will strike us.
Love needs no time, it fills you, holds you in it's warmth. Making you forget time exsists.
In love there is no time, only the present.
If we get a metaphysician on the subject, you'll get him coming from a different angle;-)
Good question, sorry, weak answer...

All the time. There are many types of love (sexual, romantic, parental, unrequited, sibling, obsession, platonic, etc etc), chances are everybody experiences at least one of them every waking second, even if only mildly or in the background to the rest of their day.
