I'm guessing it could be opening other people's mail. There are things in law called "Wobblers," which means that it could be either a misdemeanor or a felony. Those COULD be a non-serious felony, but not a definite felony. Opening other people's mail is a felony, because once you turn your mail over to the post office to be delivered, it is U.S property until it is delivered.

It's like stealing from the government.
