The best matches for libra in my opinion is an aqauarius.However since the date given is on the cusp of libra/scorpio,i would go for an aquarius/pisces cusp.Since you have given the date of birth ,one can use numerology too.The birth number is 2 and the numbers compatible with2 are 1,4 and 7.Considering all this i would consider people born on the 10th,13th and 16th February as Good matches for you.
