what is a IBAN and BIC code (credit card) and should i tell the seller (ebay) that info to get my refund ? is it safe

HELL NO!

your seller doesn't need ANY of that info to refund you!!

all they have to do is push the refund button on the PAYPAL transaction they had with you.

DO NOT give them this info!

Do not worry, it is one of the safest methods

BIC (Bank Identifier Code) and IBAN (International Bank Account Number), thats all it is. Just identifys your bank.
