I agree that he should be somewhere in there. Not at the top though, maybe on the list after:

Stone Cold
Flair
Hogan
The Rock
Shawn Michaels
Mick Foley
Bret Hart
Undertaker

The reason, i list it that way, is that Undertaker, has always been a strong draw for the company, and has always been a valuable guy, that they could throw, in any situation near the top of the card to have a good match, but he never headlined a wrestlemania, his title reins were short, and was never a guy who carried a promotion, so to speak, which all of the guys above did at one time or another.

The best wrestler to ever wrestle in the WWE is Bill Goldberg. He is Da Man! He is a machine, who could beat him in WCW, NOBODY. when he got to the WWE he still kicked a**. Just watch the 2003 Summer Slam elimination Chamber match. Behind him would be Stone Cold Steve Austin then the Hitman Bret Hart(Legend)

I would say Hulk Hogan. Hogan was able to wow a crowd with just a few good moves but excellent mic skills and crowd connecting ability. He is probably the most world renowned wrestler ever.

HBK is a great wrestler, with great mic skills and has been able to sell himself as a face or heel. So I would give him a good runner up

The Undertaker definitely. Watch how he crushes Batista and shows him hell at Wrestlemania like he promised.
Shawn Michaels and Kane would Make a good second best.
