Just wash it in COLD, delicate wash cycle. You can put fabric softener in the rinse cycle plus put in the dryer with a fabric sheet. Put the dryer on medium temperature; permanent press or delicate and don't dry it completely. Then hang the skirt up on a hanger. If that doesn't work, put on a hanger and put it on the shower curtain rod and using only hot water turn your shower on with the door closed and the steam will release not only all your wrinkles, but the stiffness of your skirt. Make sure the skirt doesn't get wet, the shower is only to steam it. I hope this makes sense.

I'm not sure I understand why or what you are going to do with them. If you are cutting denim into strips, you are right that they won't be frayed. But if you are making them into a rug, for example, after washing it once or twice, you will find that you will get lots of frayed edges. That's just the nature of the thing. If you want frayed strips right off the start, cut them and run them through one or two cycles in the washing machine. It's all the rubbing and soapy water that makes them get frayed. I find also that if you were to cut bias strips (at an angle to the grain of the fabric), you will get more fraying. As time goes on, the more you work with the fabric, or wash them, the more frayed it will become. It may not look quite what you want when you first cut them, but in time, they will be very frayed.

It will take several washing and drying for you to reach the desired softness. Only problem you are going to loose the shade of the denim. Good Luck.....

I know that this sounds obvious but double the amount of fabric softener.
add it to the rinse cycle and then double the dryer sheets
that should do the trick!

Wash it with other denim fabrics, then let it hang dry and then wash it again and dry it in your dryer. Works ever time ;)
