i bought an item on ebay (memory card) on 1/23/07 and not recived it yet i ask the seller for a refund and the seller said ok but s/he wants to know my IBAN and BIC code. what is a IBAN and BIC code? and should i give the seller that infomation about my iban and bic code, is it safe?

You need to open an "Item Not Received" incident with eBay. The system within eBay will walk you through it. I wouldn't wait too long, as they do have a time limit. You have given them WAY too much time. In most cases, eBay will take over and then let you know how it went. I opened one on a person who sent a broken web cam, and since they were doing that to a lot of people, they are no longer allowed to sell on eBay, I did get my money back.

Based on the information you provided, I will make a few assumptions, you used PayPal to purchase the item and through PayPal you used your credit card. If the assumptions are true then all you have to do is contact PayPal and open up a dispute and they will chase the person down and if s/he doesn't response they give you your money back.

If you paid through PayPal, all the seller has to do is reverse the transaction. Or, they can send money to your account using only your e-mail address. I would not give them any information about your PayPal account. Contact PayPal.

This is why I always use postal money orders! I wouldn't give them any information like that, have you contacted ebay about it yet?

never heard of it, but I wouldn't do anything unitl you physically talk to someone at ebay. I would document all phone calls and e-mails in case you have to use them later.
I know I wasn't much help.

your seller doesn't need ANY of that info to refund you!!

all they have to do is push the refund button on the PAYPAL transaction they had with you.

DO NOT give them this info!

I have never heard of that. And I spend a lot of time on eBay sorry I can't help you.
