lol..good question
first i'll ask someone in the next stall to hand some over so i can reach below and get it
if i'm alone...i mite try to run and jump into another stall before anyone sees me
and if there is only one stall...i will get up and get paper towels...and if that is empty i will use the cardboard roll where the tissue used to be on ...that is worst case scenario
i usually keep a few kleenex's in my purse so i'd be okay

Make sure nobody else was in there, and scurry over to the next stall with my pants around my ankles. If someone WAS in there, I would simply ask them for some toilet paper.

I always check if there is enough toilet paper before I go go :)
