i either read it somewhere or someone said that if you continually pluck the same eyebrow hair over and over agin it will eventually not grow back is that true?? what about stuborn facial hair? and if it always will come back what are some options to have it removed permantly?

you can weaken the hair follicle and it will grow hair slower. This is why if you wax your legs the hair grows in thinner each time. After not waxing or plucking for a while the follicle will "reactivate" so it's not permanant.
Laser hair removal is the most permanent option, and it only lasts up to 5 years or so.

Try waxing the hair some do grow back no matter what you do
