I live in the valley but anywhere in L.A. would be awesome. She is a special person and I'd like to do something romantic like this to lift her spirits.

Paul, I am embarrased that no one has given you a serious answer to your sweet question. And people wonder why romance is dead, sheesh.

Ok, I am assuming you need cheao here and that is why you said picnic. There is a great little park in Hollywood off Curson above Hollywood Blvd called Waddles that is nice, small, for a picnic. Somewhere off Laurel Canyon at night on one of the lookout points with some strawberries and cocktails is a sure thing. Of course both of those would require a little recon first to scout perfect locale.

If you go to Mandeville Canyon in Brentwood, turn right on Westridge, drive miles up until the dead end, hike up the steep face hill facing you there is an AMAZING view of the city and beach lights at night.

Under $100 bucks you can get the ferry both ways to Catalina for the day and walk around there, totally romantic.

In Malibu, off PCH, past the pier but before the Colony there is a right hand turn (no light) to Serra retreat. Beautiful ocean views, quiet and serene Franciscan retreat open to the public. You could bring a picninc there. Daytime only.

In San Marino there is the Huntington Hartford Gardens. AMAZING. You can bring a picnic there.

Rooftop romance is kinda trendy in LA, but you can always hit the Standard bar downtown, or Sky bar on Sunset.

Not sure if I got what you wanted, but it's better than what you had.

Not a rooftop but a superb view.

Malaga Cove Plaza,Here there is a fountain in the center of the parking lot. Do not park in this lot. The location that I am trying to guide you to is well worth finding and it is just up past the plaza. Facing the store fronts of the plaza looking to your right, you will see a small market. There is a street on that side of the plaza. Across that street there is another parking area. That is where you want to park. You will be near a fire road. You will see it at the end of the parking area.Walk up this fire road. Near the top there is a grassy area with an ocean/city view. Dress somewhat casual as this location is outdoors.

Oh ya! Also try California Plaza. Very close to many L.A. Sites i.e. Pershing Square, Disney Concert Hall, and MOCA.
Location where they hold Grand Performances

Summer event. But well worth the wait.

rooftop in LA? not romantic
however, a show at the Ahmanson Theather or Dorothy Chandler Pavillion or Disney Concert Hall or Mark Taper Forum (all of these are downtown) and dinner at Patini (outside) would be romantic - under the stars, etc.

If money is no object, you should rent the Penthouse suite at the Hollywood Roosevelt hotel in Hollywood. You get a two story penthouse w/ 3bedrooms/kitchen/dining room/bar and a rooftop patio overlooking the city.

Phooey on a rooftop in LA! You want to do something special, try a moonlit stroll on a beach in Santa Barbara.

Sorry you may"t have Beer,Wine or not undemanding liqueur on any la coastline. Allison is authentic. interior the summertime the seashores are continuously crowded. If I have been to try this i might visit Malaga Cove interior the Palos Verdes peninsula. it somewhat is the closest element to secluded as you will get.

Check out a restaurant in Laguna beach or Santa Barbara that looks out on the water.
