I am presuming that you are referring to everyday people such as you and I. I highly recommend the book MANY LIVES MANY MASTERS. I'm sorry that I cannot give you the authors name, but a lot of my books are in storage now. This book goes on to tell that we all live in stages; if we don't right a wrong in this life, we will be reborn and have the chance to do the right thing again. This book is somber yet entertaining and full of questions that you will ask yourself. So to answer your question, if you read MANY LIVES, MANY MASTERS, the answer you seek would have to be yes. These people have been reborn to right a wrong and will be reborn until the wrong has been righted; but I hesitate to say they are "ghosts". I hope I have been of some help and that you will read a copy of MANY LIVES, MANY MASTERS. Your local library should have a copy of it in paper-back form.

They could be. You never know.
Just like Jesus can be anyone. He can be disguised as anyone without you knowing, so ghosts can too.
