The best way for speed in those are to make absolutely sure your wheels have the least amount of friction, dog. Wind resistance on something that small is really not a factor, of course don't put a sail on it, unless you can guarantee a tail wind. Also make sure the weight is just right and centered.

with air resistance you would want to make it very skiny and sharp on one side and bigger on the other like a water droplet because a water drop is the most aerodynamic thing in the world.
make sure you buy graphite powder do put on the axels where the wheels are too.
