I think with some it might make them feel sexy. I don't show a lot of cleavage i like to leave something for the imagination.

Because they think that their "sisters" are their best assets. Just like men, women favor certain body parts, and boobs are just mesmerizing to all different parties; they like the attention; Boobs may be a conversation starter; she (the girl) is fishing for a guy/girl...

They want attention from men. It makes them feel attractive to be looked at and boosts their ego. It can also be an insecurity, thinking no one will notice them without showing a little something.
