Usually a "fixer-upper" is applied to a house that needs some work to be fully functional. It sounds like he's looking to buy a home.

I'm not sure how this would apply in a resume, though. If he's saying he's looking to get hired by some company with a good reputation (solid foundation) so he can tell them what they're doing wrong and fix their problems, I doubt he'll get many interviews!

He wants a house that is basically solid but which needs a lot of work to make it look nice. He probably wants to buy something he can restore himself. He wants to "fix it up".

When applied to a resume, I don't think this would be the right analogy.
