Strictly "national defense", the '07 budget called for 21% of the budget. The other numbers (25%) might be for the proposed '08 budget, or it may include homeland security, which my number does not. As pointed out, this may not include all the funds for afghanistan and Iraq. This number is as a percentage of "total federal outlays" which includes mandatory spending like the costs of running the government and statutory increases in spending for certain programs like Social Security based on how many people are retiring in a given year. If you look at just the percentage of the "discretionary spending" budget, which is the part that can be presented by the president, debated by congress etc, the number is much higher. Looking at just those numbers, the defense budget is 56% of the budget. That doesn't include the amounts of increase due to war, veterans benefits, etc.
