Peacock Eel and Spotted Spiny Eel are good as due to their adult length these are the best eels for a community aquarium. Small lobsters, crayfish, shrimp and crabs are not recommended for tankmates as they will be eaten by the eel.
There is the Rubber eel, which is also a peaceful fish that will group with their own kind. Rubber Eels will not bother the other fish in the tank; should not be mixed with crustaceans. Crustaceans will pick on the eels causing wounds that are difficult to heal.
You can also try the Fire eel is a fairly peaceful eel, especially at a young age. These guys love a sandy substrate so they can bury themselves and expose nothing but their heads. Fire eels get along with nearly all aquarium fish, with the exception of bite-sized tankmates. If the eel is purchased small, they will probably not eat small fish that were already there.

CityGuy and MM both have great idea. I have had snowflakes and if you get them small enough they are quite peacefull. they can grow large however. Remember with eels, most are fish eaters and really there are very few that are 100% safe. Even a well fed eel will eat smaller and even sometimes larger fish.
A grass eel would be your bestchoice for your tank.
As with most of the other species, crabs and shrimp may soon dissapear from your tank. Also, if you have cuddle fish eels (other than grass eels) are a no no.

A banded snake eel or a snowflake eel would be a good choice. Neither usually bother fish at all. Most of the ribbon eels would be ok as long as they are well fed and you don't have any really small fish
