Take a close look and see if the scales on the fish are sticking out. If they are, your fish has dropsy which is usually a terminal condition where the internal organs shut down and stop expelling fluids, causing it to back up in your fish. Goldies are susceptible to it. It would also be beneficial to test your ammonia too. Any detectable ammonia could be causing it's lethargy, and I would do some water changes to get the reading down.

Sounds like dropsy. This comes from a couple different sources, too much food, the wrong food, and poor water quality. The bad news is fish don't usually recover. Stop feeding the fish for a while (couple days or so) and go to a good fish store to see if they have swim bladder treatment.

It could be the swimbladder problem which happens due to overfeeding, poor water conditions, constipation, shock.
Do not feed him for a few days. Allow his system to clean itself.
If there are other fish in the tank, separate them.

Sorry to tell you this, but your fish doesn't have much longer to live. It's really just his time, honestly. Sorry.
