10-4 is part of the "Ten-Code." The code was developed in 1937 and expanded in 1974 by the Association of Public Safety Communication Officials to allow radio messages that were commonly used to be abbreviated.
10-4 means "understood, ok or affirmative."

On the radio you use ten-codes to simplify communication. 10-4 means yes or understood.
Other common ones (there are a lot of them);
10-20 means location
10-70 means prepare to receive information
10-45 means meet
10-8 on duty
10-19 At the station

There are many different "10" codes, which were first developed in the 1930s and 1940s, and later expanded when CBs became popular.
Code "10-4" means "Message Received" or "Acknowledged".

10-4 means that the receiver acknowleged the last transmission....its called a 10 code...so that perps with scanners dont always know what police are talking about.....although, this sometimes creates problems when working with other agencies, including other police agencies, because they're not all the same.

It's a Citizens Band radio code. I think it means something on the order of "heard and understood."
