Hmm... I have the same characteristics you described and this is what I wear:
First, I apply a bronzer lightly all over my face and a little bit on my neck to make it all blend together. This adds a sun-kissed look. Then I add a little pink blush to my cheeks (CoverGirl I think). I cover my whole eye lid with white shadow (it doesn't even show up white, it just adds a little glimmer of color) and then I do the bottom half of the lid with pink eye shadow (but I vary the color depending on the color of my outfit). Then I apply liquid eyeliner to the top outside corner of my eye and the bottom outside corner so it kind of makes a sideways "V" shape. Then I curl my lashes and put on mascara. For the last touch I put on some CoverGirl lip gloss and it finishes the whole look off! It sounds like it would take a long time but it only takes 2-3 minutes! I bought all of this makeup at Wal-mart and the eyeshadow comes in a small rectangular thingy with 4 different shades: sparkely white, sparkely pink, a darker pink shade, and a lavender(ish) color. I hope this helps because your facial characteristics are very similar to mine!

Without seeing you the best advice I can give you is to be as groomed as possible. Make sure your eyebrows are done. It's important because they frame your bone structure and show off you features. Get them professionally done first and then follow up with the maintanence yourself. Get a facial and a good skincare system to keep you skin clear. Invest in a good mascara; Great lash in the pink tube is still the best on a budget but Lancome makes an array of mascaras that are excellent as well. Purchase a bronzer and a peachy hued blush colour. You can use them in combination or alone to give your skin a healthy glow. This two colours work well with all hues of skin. A yellow based concealer is key. Apply directly over the tear ducts, along the sides of the nose, under the eyes, and anywhere else that needs to be concealed. You can use this in combination with a tinted moisturizer or alone for a more natural look. Finally by a transparent gloss. I hate to bring up Lancome again but they make gorgeous tints called "Juicy" lipgloss which has the perfect amount of wearable, sheer colour.
These suggestions will give an elegant, minimal, fresh look that showcases you and not the makeup you are wearing.

To get the best makeup that will look right for you, I highly recommend going to a makeup counter and having someone pick out the right foundation and other makeup for you. Buying makeup at drug stores is fine because it's cheap but sometimes you end up with a foundation color that doesn't match your skin tone or eyeliner that doesn't stay put. Buying makeup that is a little more expensive will help you look your best, I promise.
As for a makeup regimen I recommend:
1) Foundation to even out skin tone
2) Eye makeup - depending on whether you're going to work or going out, go soft or heavy on the eyeliner and the same with eyeshadow
3) Lip gloss
4) Bronzer or blush to top it off

I'm probably your mother's age, but I've been using CoverGirl for ages. I've tried other brands, but keep coming back to CG. You want to find a color that blends with your NECK. Otherwise you risk getting that "mask" look on your face.
I have found out a lot just watching QVC or other makeup application shows. You don't need to use a particular brand, in fact the more expensive brands are turning out to be a waste of money. But, you will get ideas on how to put it on and what color blusher goes with the foundation, lipstick, etc.
It might take a little practice to get the look you want. But, whatever you do, DON'T put too much on! Make it light and natural looking to ENHANCE your natural beauty, not to make you look like the latest blond pop star.
Make it YOUR look!

You can book a free make-up consultation at Sephora stores. They will help you with everything from what tones will look best for summer and winter to the best way to wear it for day and for evening. There is no charge, but they do push for you to purchase some of the cosmetics. They have really great products, but if you don't want to buy it, you can go to any store and use the information they gave you to choose your own colors and brands that are more affordable.

i have been using bare minerals for a while now, and it is the best-looking foundation i've ever used. however, it rubs off easily and if you don't apply it correctly it looks orange. go to an Ulta store or a make-up counter at a department store and ask for tips on how to apply it correctly.

Try red, pale pink or nude lipstick of MAC. MAC is a good brand.
You can also wear eye-shadow. I recommend brown. It looks nice.
