Detroit.
(adding this after the next two posters)
Pedro is in Ohio. The southern state is Kentucky, the eastern state is Pennsylvania. Pedro could be in Pennsylvania itself only if you consider Maryland a southern state. There is no way he could be in either Indiana or Illinois, as neither of those states borders any eastern states.

Detroit maybe, if Pedro's state is Ohio (borders lake erie, indiana, pennsylvania, west virginia, north is Michigan)

Pennsylvania almost makes more sense though, except I generally don't count that little corner of it on lake erie as a border. But if it's that one the state to the north is New York, making the answer New York City. (borders Maryland, New Jersey, Ohio)

If Pedro's state ONLY borders what you said, it has to be Indiana and you're counting Illinois as a midwestern state. So the answer would be Detroit.

If however it could border two midwestern states it would be Illinois itself and the answer would be Milwaukee.

Do I get a special bonus 'cos I'm a Brit?
