There is absolutely no truth to Halo 3 going to the PS3 because 1. Bungie makes the game, and before Bungie was going to release Halo for the PC, Microsoft bought Bungie and force Bungie to abandon the game for the PC and instead concentrate on making the game for the XBX. Only after the game was released on the XBX, did MS allow Bungie to continue to make the game for the PC. 2. MS is the publisher for the game, so no way is it going to publish the game for Sony, it's main rival.
The reason Oblivion is going to appear on the PS3 is because Bethesda is a 3rd party company, so it can make games for any console that it wants. Other 3rd party companies include Capcom, Konami, Midway, Sega, etc. As you can see, those companies make games for all consoles, but they also make exclusive games for each consoles.
First party are games that's developed exclusively in house by Sony, MS, and Nintendo, and their games will only appear on their respective consoles.
Second party are games that's developed by a company that is owned by Sony, MS, or Nintendo, but they have their own identity. Sony has Insomniac Games (makers of Resistance and Ratchet & Clank), MS has Bungie (Halo series), and Nintendo has Silicon Knights (Eternal Darkness). Most 2nd party games will only appear for their respective consoles, but occasionally, they can make games for another console if the parent doesn't feels that it doesn't pose a threat to their console. Rare, owned by MS, can make games for the Nintendo handheld, using Nintendo characters.
