Using a fusion powered bussard ramjet type spacecraft, I think it would be possible to gather enough space debris to built a planet...but why stop there? How about using the content of a few solar systems and build a Dyson sphere or a ring world (like from Larry Niven's series of scifi books). We do not quite have the technology yet, but it is quite possible to do.

Where do you get the mass from? Another planet? In Larry Niven's "Ring World", it only took something like the mass of Jupiter to build a ring around a sun half a billion miles long I assume, and spin it to create artificial gravity. There's also a thing called a dyson sphere which Niven based his ringworld on, but sort of a partial one. However, Niven had to create a fictional material, called scrith, about as strong as the nuclear binding force to hold the ringworld together.

As far as building a planet from scratch, it is possible though not very probable. It would take vastly more resources than our planet has to offer. Although something like terraforming, or taking a inhospitable planet and giving it an atmosphere isn't too far off I think. Maybe 50-100 years.

You're thinking too small! Build a Criswell structure.

Criswell Structure - Fractal shells designed to surround small red suns, utilising all light energy. The fractal shape allows maximum possible "window area", unlike a simple Dyson Sphere.

do you mean make a new planet? sounds like a colossal waste of tax dollars and/or private resources. engineering does not mean doing whatever you can imagine.

Its my pleasure if they can build a planet but unfortunately, planets are not man-made things. They are creation of GOD..

yea, it can be done, but i think in order to do that they would have to go with the big bang theory and blow some big chunks of rocks up and let them take their course in pulling themselves together. but that would take ZILLIONS of dollars to do.
