If you are talking about an ebay invoice, they will take the money out of the bank account you used when you registered. They will automically take it out if you don't pay via another method about 21 days after they email you your invoice. If you don't have $3 in your account by then, you could sell something on auction and deposit that money.
If you owe a seller the $3: Find $3 in change or borrow it from a friend? If you know someone with a PayPal account, give them 12 quarters and ask them to pay for your auction.

It is amazing how ignorant some answers can be . Even if we think this is a bit different, curses and insults just downgrade not only the person who uses such tactics but it really does not help the intended use of this forum.
Now - come on 3 bucks? Check the washer and dryer. If this is a real billing error keep sending ebay emails. Send a letter to their contact address. Then after spending more then 3 bucks you may realize you are just a little pimple in their multi billion dollar empire.
