It's not right for a company to ask your "present consumption." That should have absolutely no bearing on what your pay should be. Always ask for more than you are willing to accept, and more than you think they are willing to pay. They will tell you if it is too much and make a counter offer. Negotioate with them to get a reasonable salary. What to ask for depends on your profession and your location. Someone in Missourri may be happy with $40,000 a year while someone in California will probably need triple that due to the higher cost of living in that area.
One final note. Don't write "salary negotioable". That used to be standard practice, but most employers now frown upon it and will overlook your application based on that alone. Don't be afraid to ask for a "high" amount. That lets the employer know you feel the work you perform is valuable. It says a lot about you as a person. Someone who only asks for the minimum does not value their work skills or themselves.

How much a person spends depends on what they make. Anyone just starting a career has no answer for that question. I'd leave it blank and explain during an interview if I were asked. I'm not sure that is a legal question, though.
Desired pay, depends on the position. I put $1,000,000.00 annual, but I wouldn't suggest you doing it. During the interview the supervisor asked me about it and I said, "Wouldn't you like to make a million a year?" I didn't expect that, but it would be nice! ( I got that job)
You should know a salary amount that's fair to start before asking for any employment. Knowledge is an advantage.

Write down "negotiable"- that you are willing to discuss it. Then, go look at what the average yearly salary a person in the work position you ask for makes- that will give you suggestion for what to ask.

Most people who hire know what they want to pay.
I don't think it's ethical to ask how much you spend and then base your pay on that.
