In Pennsylvania, the ESL Program Specialist License doesn't become effective until one completes another vaild Instuctional I or II license. I am pretty sure this is not the same in every state. Does anyone have information about this? Also, in states where another certificate is not required, which tests are required for the ESL license? I have a master's degree in TESOL but am unable to teach in PA without another certification. What do I need to do? Your help is greatly appreciated.
