Every small marine craft I ever piloted had a PFD for the passengers. Why not parachutes for GA passengers?

If a boat sank moving at 500 mph, PFD's would be about as useless as parachutes for airline passengers.

most plane crashes happen so fast that it would do no good to have them. Some smaller planes are now getting parachutes on them at a heavy cost, but it has already saved several lives.

Planes don't crash that often. Also it takes a lot of training to parachute.
