Funny, but I don't recall ever getting more than average retail theft calls for service between Thanksgiving and Christmas, all I do remember is a large jump in theft calls--i.e. no one stole from stores/retailer more, thieves stole more from other people who would buy lots of stuff and leave it in their unobserved vehicles while they went back into the mall and bought more stuff. So, even then it isn't a case of the number of theft calls going up, just the amount and value ot items taken per incident.
But, to answer the question, no idea when more retail thefts occur.

I would have to say the first friday after thanksgiving. It's the busiest shopping day of the year, affectionately known in the retail trade as "Black Friday", and hence, the most opportune time for would-be theives.
