does anyone know who the king of Israel was around 30CE?

Hoshea is usually given as the last "King of Israel". And his reign was from 732-721 BCE. Some may rightly claim that the Hasmonean Kingdom which set up an independent state in Israel was the last of the "Kings" but their territory did not encompass all of biblical Israel. And this dynasty fell to Civil War and Roman rule and was split into Galilee, Samaria & Judea by 55BCE. And anyway much of what you would call today Israel, Palestine, etc. was under first Assyrian, Greek, and then Roman control from c. 600 BCE onward and it would be hard to make a case for a clear king after Hoshea. Some may point to different uprisings and small "kingdoms" being set up or the Sanhedrin and its role in Jewish theology and governance but most opinions and historical research I've come across point to "Hoshea" as the last king of Israel. Especially since the title "King of the Jews" fell to the Roman lineage of Herod. If you wanted to count this, although I'm sure most Jewish/Israeli scholars would violenty disagree then you could say that Herod III was "king" at the time of your proposed date of 30CE. And by the way Philo was a Hellenized Jewish scholar and while Shammai was a renowned Jewish scholar and Hillel was head of the Sanhedrin at the time period you asked this is not the same thing as being "King of Israel".
