I think you're thinking of "The Drew Carey Show." Though it isn't the guy from "Shallow Hal", it's Drew Carey.

I'm pretty sure the show you're thinking of is "The Drew Carey Show," however Drew Carey was not in "Shallow Hal." Jack Black's buddy in "Shallow Hal" was played by Jason Alexander of "Seinfeld" fame.

Shallow Hal was Jack Black...as far as I know, he doesn't have a TV show. Drew Carey (show of same name) had Mimi on his show who was a very large blonde with loud makeup.
