My first question is why do they have to be replaced? Facia boards often have termite damage, and should be inspected and treated before they are removed. There may also be damage to the rafters or the starter boards for the roof. Leaving the facia boards in place makes it easier for the termite technician to find and treat the damaged areas.
I would not have the painter make the repairs. If possible, hire a roof framer because they are experienced in making the compound cuts often required for a facia board. A skilled carpenter would be my second choice. You might need to hire a general contractor if you have difficulty finding a framer or carpenter.
Most handymen are unlicensed. Where I live (California), state law requires that any contract for $500 or more including materials shall be performed by a licensed contractor. Although this law is not always observed, it is for your own protection. This includes painters by the way.

They can rot if the weather gets at them. Often caused by bad workmanship from the outset..... or you have let it sit there unpainted for an extensive period.
A carpenter is skilled appropriately for this work. A poorly skilled handy-dude probably did the job last time. There are probably plenty of handyman service providers around that are trained and skilled carpenters. There are a few painters that also have trained carpentry skills. You need to ask questions.

If they are rotten then you would be able to tell that yourself and yes, they should be replaced. Poke them with the end of a screw driver or even your finger...do they just crumble? If yes, they are rotten. If you have gutters and don't keep them cleaned out then you are letting moisture get trapped up there and your gutters are making matters worse, so keep them cleaned out. Some painters are also handymen. Get references. If he has none that he's done this for....get someone else.
